This is a framework agreement for the maintenance and occasional repair of the fire alarm infrastructure at the Minden site of the Mittellandkanal / Elbe-Seitenkanal Waterways and Shipping Office.
The service includes regular maintenance and inspection work, as well as occasional repairs to the fire alarm systems in various service and operational buildings.
The sites include the Minden Service Building, the Minden Construction Yard Building Complex, and the Minden Outer District 03 Service Building.
The regular inspection and maintenance work must be carried out in stages during February, May, August and November of each year.
The contractor is obliged to perform all work necessary to restore the target condition.

Beschreibung
This framework agreement commits the contractor to perform the agreed services on demand under the conditions and prices specified in the framework agreement.
The service includes the execution of maintenance and inspection work (fixed component), as well as the execution of occasional repair work (variable component) for the fire alarm infrastructure of the Minden site (StOMi) of the Mittellandkanal / Elbe-Seitenkanal Waterways and Shipping Office (WSA MLK / ESK).
Specifically, these are systems in the following service and operational buildings: Minden Service Building, Minden Construction Yard Building Complex, and Minden Outer District 03 Service Building.
The regular inspection and maintenance work must be carried out in stages.
The period for this work is specified in the Special Terms and Conditions of Contract (BVB).
The fire alarm system in the "Am Hohen Ufer" service building is used to monitor various office and technical rooms.
The fire alarm control panel is located in the waiting room of the Minden district and operations center.
The entrances are at ground level or via a stairwell.

The fire alarm system at the Minden construction yard consists of a fire alarm control panel with several sub-control panels and a smoke aspiration system (RAS) and is used to monitor workshops, office rooms, technical rooms and a training workshop.

In buildings 1B1 and 1B2, the smoke aspiration system (RAS) is only accessible via a work platform (ceiling height max. 9.31m, building width max. 15.26m).
Due to the machine installations, parts of the RAS can only be reached from a central aisle.
The work platform must have a corresponding swivel range.
Access doors have a clear opening of h=265 cm and b=176 cm.
The width between the equipment and machines is max. 140 cm.

The service building of Outer District 03 Minden has a certain number of smoke detectors (RWM) and carbon monoxide detectors (CO detectors).

Reference is made separately to the operational hazards specific to the execution of the services to be provided in the area of the waterway bed and the fixed installations in the enclosed leaflet "Operating Regulations for External Companies when Working on WSV Company Premises".
The contact person of the contractor required under item 9 in this letter must be named immediately after the contract is awarded.
The relevant technical regulations, regulations of the cleaning agent manufacturers and regulations of the manufacturers of the installed components must be observed.
The client must be informed immediately of any damage caused to the external and internal systems or building parts.
The fixed component includes the inspection and maintenance of the systems.
The inventory lists contain the type, location, year of construction and technical data of the systems and equipment.
The inventory lists contain the main components of the system(s).
The inventory lists do not describe the overall system and do not claim to be complete.
The services described in the work card(s) are transferred to the contractor for the systems in the inventory lists.
The work cards contain a list of the usual inspection and maintenance work.
The work card(s) is/are an integral part of the contract.
The service is provided in the months of February (02), May (05), August (08) and November (11) of each year.
The service is provided during the contractor's usual business hours on working days (except Saturdays) from Monday to Wednesday: 07:00 to 15:30 and from Thursday to Friday: 07:00 to 15:00.
The contractor is obliged to carry out those works in connection with the provision of the service that are essential to restore the target condition.
The contractor must perform the services in such a way that the safety of the systems is maintained.
The operational readiness must be maintained during the provision of the service, insofar as this is possible.
The contractor provides or supplies all aids (measuring instruments, control and cleaning equipment, tools, ladders, work platforms, etc.) and supplies (lubricants and cleaning agents, etc.) required for the provision of the service.
If the contractor recognizes or suspects defects or damage that could endanger the safety or operational readiness of a system, he must immediately notify the operator of the system and, if necessary, arrange for the system to be taken out of operation.
The contractor must document the type and scope of the services performed (work card(s), see appendices) and the general condition of the system determined in this connection, including any repair services that may become necessary in the foreseeable future, as well as any parts used, in a maintenance report.
A maintenance report must be prepared for each assignment and handed over to the client.
For systems with an event memory, a printout of the event log must be attached to the maintenance report after the inspection or maintenance.
After completion of the measures, the client or the user must be informed of the operational readiness of the system in a final discussion.
The variable component includes the occasional repair or restoration of the target condition of the systems.
In the case of the specially remunerated services of the variable component, the time spent, names and wage or occupational groups (e.g. fitter) of the personnel used as well as auxiliary and operating materials used must be stated in a measurement sheet.
The net value of material or spare parts required in connection with services of the variable component is determined on the basis of the purchase price plus the discounts or surcharges granted.
The purchase prices must be proven.
