Entwicklung eines digitalen Arbeitsbereichs für Wahlbeobachtung (DEOW) für CECOE

The project aims to replace CECOE's current manual processes with an automated platform for managing election observers. The DEOW will include functionalities for member organizations to register and manage observers, while CECOE Secretariat users will have administrative access to oversee the entire process. The system will feature a user-friendly web portal and a mobile app for data input and access. Key features include secure data storage, automated checklist generation, and exportable reports. The DEOW will also provide a central interface for connecting to Moodle-based solutions for training purposes. The system will support various user roles, including member organizations, CECOE Secretariat users, clerks/call center staff, trainers, and observers, each with specific access levels. The mobile app will offer on-the-go access to key functionalities, including secure login, profile management, and communication features. The system must comply with ISO/IEC 27001 standards for information security and data protection regulations. The contractor will provide hosting services during development and testing, and will migrate the platform to CECOE's production server before the end of the contract. The contractor will be responsible for drafting an implementation concept, data migration from Excel sheets, technical implementation, testing and quality assurance, documentation, training, support, and project management. The project schedule includes milestones for each work package, with the contract running from June 2025 to April 2026. The rights of use for the IT solution will be granted to both GIZ and CECOE. The contractor must adhere to data protection principles and implement security measures to protect personal data. The services are to be provided in English and Amharic. The contractor must provide detailed documentation of the functionalities and source code, and must conduct regular tests with future users of the IT solution. The contractor will also deliver technical training for CECOE's IT staff and online training for users of the IT solution. The contractor will appoint an experienced project manager as a permanent contact for the entire term of service provision. The IT solution shall be handed over to CECOE at the end of the contract.
